ED arrests two masterminds behind UP police constable, UPPSC exam paper leaks

The Enforcement Directorate, Lucknow, has taken custody of two “masterminds” of the Uttar Pradesh Police Constable Recruitment Exam and the Uttar Pradesh Public Service Commission’s RO (review officer) / ARO (assistant review officer) exam paper leak case.

Ravi Attri and Subhash Prakash were charged in a money laundering case related to the alleged paper leak case of the tests conducted by the UPPSC in 2023.

The duo was taken into custody on Tuesday (November 19) following an order from the Special Prevention of Money Laundering Court (PMLA) in Lucknow. They were sent to jail after the state police arrested them in connection with the question papers “leak” cases.

According to a statement from the Enforcement Directorate (ED), the two accused along with their associates “leaked” the question papers of these exams and generated proceeds of crime by issuing these leaked question papers to aspirants before the scheduled date.

“ED initiated the investigation on the basis of FIRS registered by the UP Police under various sections of the IPC, 1860, Uttar Pradesh Public Examination Act, 1998; and Information Technology Act, 2000 regarding the UP Police Constable Recruitment Exam Paper Leak and UPPSCs RO/ARO exam paper leak,” read the ED statement.

The accused had made arrangements for candidates to meet at resorts in Manesar in Haryana and in Rewa, Madhya Pradesh, the ED said.

“Significant credits and cash deposits were observed in the bank accounts of the accused soon after the release of the exam notifications and up to/after the date of the exam,” the ED said.

The federal agency also said that assets including plots, bank accounts, apartments and cars worth Rs 1.02 crore, among others, had also been seized by ED Lucknow. Further investigation into the matter is ongoing.
