HONOLULU (HawaiiNewsNow) – Amid all the fireworks on New Year’s Day, it may be the last thing on your mind as the clock strikes midnight, but many of the 253 bills the governor signed over the past year will go into effect.

Out-of-state registered nurses will be able to obtain temporary work permits to work in Hawaii, the definition of beer will be expanded to include alcoholic seltzers, and taro will become the state’s official plant.

Among the many laws that will go into effect is the largest tax cut in the state’s history.

The Green Affordability Plan will reduce state income taxes for everyone in the state, ultimately providing a six-fold increase in Hawaii’s standard deduction. This will reduce state tax collections by approximately $5 billion over the next six years.

New laws will also tackle corruption: lobbyists will be held accountable for all spending over $25.

Retired state Judge Daniel Foley was on the working group that came up with the laws.

“Part of my committee’s entire mandate in recommending bills like this was to make government operations more transparent,” Foley said. “A bill that also passed and became law a session ago prohibited lobbyists from making contributions to lawmakers just before, during and after sessions.”

There is also a change to the Sunshine Law, which will allow boards to remove and block people who disrupt meetings.

In terms of changes in medical law, teenagers aged 14 to 17 can now consent to care and services for sexually transmitted infections. Pharmacists can also order and administer vaccines to keiki ages 3 and older, without the need for a doctor’s prescription.

Authorizes pharmacy interns and pharmacy technicians under the direct supervision of a pharmacist to administer vaccinations to persons three years of age or older, if certain requirements are met.

ACT 95, SLH 2024 (SB63 CD2) — Relating to Nurses Allows the Board of Nursing to issue temporary licenses under certain circumstances to out-of-state registered nurses, practical nurses, and nurses who hold a multi-state license issued by another state, territory or country. Effective 7/1/2025, an out-of-state practical nurse or registered nurse may apply for a temporary license concurrently with an application for a license to practice in the state.

ACT 112, SLH 2023 (SB674 CD1) — Relating to the Interstate Medical Licensure Compact Adopts the Interstate Medical Licensure Compact to create a comprehensive process, to be implemented by the Department of Commerce and Consumer Affairs, that complements the existing licensing and regulatory authority of state medical boards and provides a streamlined process that allows physicians to become licensed in multiple states.

HANDEL 169, SLH 2024 (SB795 CD1) — With respect to taxes Requires productions to provide evidence of reasonable efforts to meet all applicable requirements to qualify for the motion picture, digital media, and motion picture production income tax credit. Requires taxpayers to be notified and given the opportunity to reinstate tax credit requirements within thirty days of receipt of notice.

ACT 9, SLH 2024 (SB2354 SD1) — Relating to alcohol Expands the definition of “beer” under the Intoxicating Liquor Act to include any alcoholic beverage containing not less than 0.5% alcohol by volume obtained by fermentation of an infusion or decoction of malt or a substitute , including alcoholic seltzer drinks and excluding sake, cooler drinks and other spirits. Authorizes brewpubs to sell beer they produce, or beer manufactured at their facilities, under certain conditions.

TRADE 17, SLH 2024 (SB2919 CD1) — Relating to property Clarifies the authority of the provinces to regulate the time, place, manner and duration during which use of land and structures may occur. Clarifies that uses that include the provision of temporary lodging are not considered residential uses and may be phased out or written off by the counties. From 1-1-2025, the scope of the temporary accommodation tax law will be expanded to include certain shelters and vehicles with sleeping accommodation.

ACT 91, SLH 2024 (SB3125 HD2) — Relating to Medical Care for Minors Authorizes minors at least fourteen years of age to consent to medical care and services for sexually transmitted infections, pregnancy, and family planning services, including the prevention of sexually transmitted infections. Requires confidentiality policies and practices for insurers and healthcare providers.
